Lost Passport / Important Documents SOP

Problem
Passport is lost or stolen while traveling in China. Without a passport, you cannot board international flights, check into hotels (some require it), or complete banking transactions.
Immediate Response (First 30 Minutes)
Step 1: Retrace & Search
- Check your hotel safe, last taxi (contact driver via Didi app), last visited restaurant/attraction.
- Didi Lost Item: Open Didi app → tap the completed trip → “Lost Item” button → driver is notified immediately.
Step 2: File a Police Report (必须)
This is mandatory — your embassy cannot issue an emergency document without an official Chinese police report.
- Go to the nearest Police Station (派出所 Pàichūsuǒ) or Public Security Bureau (公安局 Gōng’ānjú).
- Say: “我的护照丢失了,需要报案。” (My passport is lost; I need to file a report.)
- Request the report in bilingual format if possible (some stations accommodate this in tourist areas).
- Collect the stamped Loss Report (报案回执 Bào’àn Huízhí) — keep it safe. You will need this document at your embassy.
Emergency Alternative: In Shanghai, some police stations allow online reports via the “随申办” (Suí Shēn Bàn) app. Ask hotel staff if this applies to your case.
Step 3: Contact Your Embassy / Consulate
[!WARNING] Phone numbers can change. Verify on the official website before your trip and save in your phone.
| Country | Emergency Phone (Shanghai) | Official Site |
|---|---|---|
| USA | 021-8011-2200 | shanghai.usconsulate.gov |
| UK | 021-3279-2000 | gov.uk/world/china |
| Canada | 021-3279-2800 | shanghai.gc.ca |
| Australia | 021-2215-5200 | china.embassy.gov.au |
| Germany | 021-3401-0106 | china.diplo.de |
What to tell them:
- Your full name, date of birth, and passport number (from the digital copy you saved — see below)
- Date and location of loss
- Your current location and hotel contact
- Your onward travel date (affects processing priority)
Step 4: Emergency Travel Document
Your embassy can issue one of the following:
| Document | Use Case | Typical Time |
|---|---|---|
| Emergency Travel Document (ETD) | One-way travel back to home country | 1–3 business days |
| Emergency Passport | Multi-purpose, can re-enter China | 3–7 business days |
Required Documents (bring to embassy):
- Chinese Police Loss Report (报案回执)
- 2× Passport-size photos (any photo shop can produce these; ask for “证件照” zhèngjiàn zhào)
- Form of ID (driver’s license, digital passport copy, or other government-issued ID)
- Proof of travel (flight booking, hotel reservation)
- Emergency consular fee (varies; have RMB and a card ready)
Step 5: Hotel Registration & Flights
- Hotel: Show your police report to the hotel — most will accept it as temporary ID and allow you to stay.
- Flight: Contact your airline immediately. With an ETD and police report, airlines will allow rebooking.
- Train (12306): You will not be able to travel by HSR without a valid passport for ID. Use domestic flights or taxi for the duration.
Prevention: Always Have These Ready
Before leaving home:
- Upload digital passport copy to iCloud, Google Drive, or WeChat Favorites.
- Email yourself a photo of passport + visa page.
- Save your passport number in a password manager.
- Register with your country’s embassy travel alert system (e.g., US STEP program at step.state.gov).
Every day of your trip:
- Keep passport in hotel safe; carry a high-quality photo copy for daily ID checks.
- Hotels in China handle police registration for you — guests are not required to carry the physical passport daily.
Miles’ Tips
- Cloud First: If your phone is alive, your digital passport copy is your most powerful tool at the police station and embassy.
- Hotel Concierge: Ask them for help locating the nearest派出所 and for translation assistance. This is a common situation — they will know exactly what to do.
- 72-Hour Rule: Your embassy can typically issue an ETD within 1–3 business days if you have all documents ready. Build this buffer into your travel schedule.
- Pre-register with STEP: The US Smart Traveler Enrollment Program (step.state.gov) lets the embassy find you in emergencies — not just the other way around.
